WISCONSIN:  Wisconsin's right to counsel system should stand as a model to the rest of the country.  The state funds and administers indigent defense services through a statewide Public Defender System that largely meets the ABA Ten Principles.   However, the system has long had a "dirty little secret."

NLADA studied the public defense delivery system in Cattaraugus County, NY, in 2007. This map shows the distance from the Public Defender office in Olean to each of the 40 courthouse locations within the county.

The New York Times contains an excellent article about the upcoming oral arguments in a New York Civil Liberties Union class action lawsuit (Hurrell-Harring v.

Opinion of the federal district court granting a writ of habeas corpus "based on the egregious nature and number of the constitutional violations ranging from: no notice of charges, no notice of right to hearing, no hearing, no allowance of Petitioner's right to speak, abasence of meaningful counsel and ineffective assistance of counsel."  Petition for writ of habeas corpus was brough by federal public defender's on behalf of a defendant challenging the revocation of his probation for his conviction for unarmed robbery.
